reach的基本意思是指人“到达”某地，引申可表示某人与其他人“达成”了一致的意见、协议等；用于指物可表示某条道路、路线等“延伸”至某一地方，引申可表示某消息、影响“传到”某处。
REACH的全称是化学品注册、评估、许可和限制的英文缩写（Registation，Evaluation，Authorisation and Restriction of Chemicals）。
REACH标准是欧盟基于多年管理经验，为保护人类健康和环境安全所制订的一部至今为止对化学品最为严格的管理体系。
该体系将欧盟市场上约3万种化工产品及其下游的纺织、轻工、制药及众多行业的产品纳入欧盟统一的监管体系，对化学品的整个生命周期实行安全管理，并将原来由政府主管机构承担的收集、整理、公布化学品安全使用的责任转由企业承担。

REACH注册物质范围：
投放欧盟市场超过1吨/年的化学物质；投放欧盟市场的配制品中超过1吨/年的化学物质组分；投放欧盟市场的物品中有意释放的化学物质，且总量超过1吨/年。
REACH注册主体：
欧盟境内的物质、配制品、物品生产商；欧盟境内的物质、配制品、物品进口商；非欧盟物质、配制品、物品生产商：必须通过欧盟境内的唯一代表（OR）来履行注册义务。
REACH注册方式：
根据REACH法规要求，对欧盟出口1吨以上化学品的非欧盟企业不能自行向欧盟化学品管理局注册，只能通过两种方式完成注册程序：
一是由位于欧盟的化学品进口商进行注册，为完成相关的注册程序，进口商要求出口商尽可能提供有关化学品构成和特性方面的详细信息；
二是由出口商在欧盟指定一家“唯一代表”代理其进行注册。但不论通过何种方式进行注册，出口商都有义务提供注册所需的相关信息，注册相同化学品的企业，须分享数据、分担相关费用、联合提交有关信息。
